Moleto Smith, Jr. President |
Moleto Smith is the 2009 UW Board President. Mr. Smith joined the board in 2007. He has over twenty years experience in research and analysis, organizational analysis, human services planning and operations. He served as Interim Commissioner (Jan 2007) and Deputy Commissioner of the V.I. Department of Human Services (from 1995). He has held posts with the V.I. Territorial Emergency Management Agency (VITEMA) and memberships with FEMA, the Head Start Program, 2000 Census and various task forces including the Special Needs Task Force. Mr. Smith was nominated for a three-year term. He served as Vice-President in 2008, on the Campaign, Allocation & Long-Range Committees. He also assisted on the Day of Caring Committee. |

Rita J. Howard, Ph.D.
Vice President |
Rita J. Howard is the 2009 Vice-President/President elect. A Professor of Education at the University of the Virgin Islands, Dr. Howard has served in various teaching and administrative positions at the University since 1984. She received her BA in Elementary Education and her MA in Early Childhood Education from UVI, and her Doctor of Philosophy Degree from the University of Miami. She is a member of several national professional organizations and lives by the motto, “Excellence is not a state of being, but a process of becoming.” Dr. Howard served as the Nominating Committee Chair in 2007 and co-chair in 2008. She also served on the Long- range Planning Committee for the past three years. She joined UW in 2005. |

Eustace S. Esdaille, Ph.D.
Treasurer |
Eustace Esdaille joined the United Way Board in 2008 and was elected to serve as the Treasurer of the 2009 UW Board. He served on the Allocations and Budget/Finance Committees. He is presently a professor of accounting at the University of the Virgin Islands. His professionalism and love of teaching began from serving as principal of a high school in Basseterre, St. Kitts. From there he served as the Associate Dean at North Seattle Community College. Dr. Esdaille has held several posts and contributes to the betterment of our next generation. He served as a member of the CXC Management Subcommittee of the West Indies in the 1970’s, at which the policy for the Caribbean Examinations Council were developed resulting in the current comprehensive system with CXC examinations. He serves on various committees at UVI, where he has worked for the past ten years. |

Tamarah Parson-Smalls
Secretary |
Tamarah Parson-Smalls joined the United Way Board in 2006. In 2007 and 2008 she served as Secretary and Campaign Division Head for Government II, as well as a member of the the Agency Membership/Venture Grant, Campaign, and Communications Committees in past years. She is the Chief Counsel of the V.I. Bureau of Internal Revenue. Ms. Parson-Smalls is again elected to the office of Secretary for the 2009 UW Board. |

Tamika Archer, Esq.
Director |
Tamika Archer, Esq. joined the United Way Board in 2009. She serves as a member of the Agency Membership/Venture Grant Committee. She is currently an Assistant Attorney General with the Department of Justice, Civil Litigation Division. She earned her Juris Doctorate in May 2001 from American University, Washington College of Law in Washington, DC. She earned a Bachelor of Arts in Political Science from Morgan State University in Baltimore, MD. She is a member of the Maryland State Bar, the Georgia Bar, Virgin Islands Bar and the Third Circuit Court of Appeals. In 2007 and 2009, Ms. Archer served as a coach for the Ivanna Eudora Kean High School Moot Court Team. |

Leonilda Baptiste-Jarvis

Mrs. Leonilda Baptiste-Jarvis joined the United Way Board in 2009. Ms. Baptiste-Jarvis most recently was Assistant Director of Marketing with the Department of Tourism. She is currently Special Assistant to the Lt. Governor/Assistant Director for Medicare. She holds an MBA from Colorado Technical University, 3/2008 and a BA in Business Administration from UVI, 2001. Her community activism includes affiliations with the Virgin Islands Council of the Boy Scouts of America, United Way Business Division I Chair, Misssionettes Youth Sponsor and Children’s Church Worker both of St. Thomas Assembly of God, Golden Key International Honor Society, Past President & Member, Adopt-a-School program sponsored by Innovative and Mentorship program liaison. |

Lenore Edgecombe

Lenore Edgecombe started out as an interim Board Member in 2008 and joined the United Way Board in 2009. She is a 1990 UVI graduate with a Bachelors of Arts in Accounting. In 1994, she became a Certified Public Account under the state of Maryland. She currently manages her own firm. Ms. Edgecombe has held several senior and management accounting positions in the firms of the late Charles Rawlins, CPA, Francisco Depusoir, CPA and Roy D. Jackson, CPA. Additionally, she worked in the private sector as Controller and CFO for over nine years. Lenore is a member of the Rotary Club of Charlotte Amalie and is currently the Club’s Treasurer. She served on the UW Budget & Finance Committee in 2008.. |

Claudette Georges
Director |
Claudette Georges joined the United Way Board in 2007. She served on the Allocations, Day of Caring, and Campaign Committees. She is a Senior Grants Analyst with the Virgin Islands Office of Management and Budget. She volunteered in 2006 with our Campaign 2007 and Allocations and Agency Relations Committees. She holds memberships in several organizations including the Board of Elections, UVI Alumni Association, Catholic Daughters of the Americas, and VI Carnival Committee. She earned a Masters in Public Administration (2006), MBA (1992), BA and AA in Accounting (2004), and BA (1988) and AA (1986)in Business Management from UVI. Ms. Georges has 20 years government experience. |

Mary Gleason
Director |
Mary Gleason joined the United Way Board in 2007. She is a resident of St. Thomas since 1965. She currently heads her own company, Hospitality Consulting Services and was involved for many years in the hotel and hospitality industry at Bluebeards Castle Hotel and the Marriott Frenchman’s Reef. Mary’s past community activities include Rotary, St. Thomas/St. John Hotel and Tourism Association, Humane Society, St. Thomas/St. John Chamber of Commerce and the Ad Club. She served on the Governor’s Task Force on the Homeless, as well as the Internal Review Board of the Charlotte Kimmelman Cancer Center. Mary lead the Major Accounts Division in the past and has been a long-time United Way Pacesetter. She served as 2007 Campaign Co-Chair and is the 2008 Board Vice President/President Elect. |

Gloria Gumbs
Director |
Ms. Gumbs joined the UW Board in 2008. Gloria is the VP of Sales and Marketing, the COO, and Production Director for the Gumbs Group. She earned a BA degree in mass communications from Clark College (now Clark Atlanta University) in 1982. In 2005, Gloria co-founded DCD Network (Digital Customer Display Network) with her husband. Previously, she held positions as the Program Manager for WGOD-98FM radio and the Public Relations Manager for the U.S.V.I. Department of Tourism. Gloria and her husband established Video Audio Communication, Inc. (VACI) in 1999 that aired JCC!TV until 2001. A few years later, VACI produced several media campaigns which included “Children are the Future” and “Family: the Right Choice” for the Department of Human Services; and “Make a Difference in the Virgin IslandsVote!” for the Election System of the Virgin Islands. Since launching the Gumbs Group, they won three Silver ADDY Awards in 2005, the Art Direction Television Award and the Public Service Television Award for “Children Are the Future” and the Television Ad Award for “Teacher’s Aide”. In 2007, they won five more ADDY awards, in the category of Cinematography for the Hebrew Congregation of St. Thomas documentary and an award in the electronic billboard category. Gloria in 2006 was the recipient of the Women in Business Champion of the Year Award. Other affiliations include publisher of a local magazine, The Virgin Islands Child Care Guide; president and member of the Board of Directors of the Ad Club from 2005 to 2007; volunteered for the St. Thomas-St. John American Cancer Society’s Relay for Life; and co-founded the Virgin Islands Media Project that provided video production training for youth and adults. |

Cheryl Huggins-Charleswell

Cheryl Huggins-Charleswell joined the United Way Board in 2005. During 2006, she served as Co-Chair of the Allocations and Agency Relations Committee and as a member of the Budget and Finance Committee. In 2005, she served on the Allocations and Agency Relations Committee. She is the Banks and Insurance Examiner with the Office of the Lt. Governor, Division of Banking and Insurance. A former United Way employee coordinator at the Lt. Governor’s Office, Ms. Charleswell received her Master’s degree in Business Administration from the University of the Virgin Islands. |

Shorn T. Joseph, Esq.

Shorn T. Joseph joined the United Way Board in 2009. Mr. Joseph is presently the Assistant Legal Counsel for the Legislature of the Virgin Islands. He joined the VI Bar in 2008 and earned his Juris Doctorate from Michigan State University College of Law in 2007. Mr. Joseph continues to contribute significantly to this community. Currently, he is the co-found and primary mentor for the Jane E. Tuitt Mentorship Program. He is also one of the co-founders of an investment company, the USVI Agravic Investment Link, LLC , and serves as a Board member and legal counsel to the company. |

Glenda L. Lake, Esq.

Mrs. Glenda Lake joined the United Way Board in 2009. Mrs. Lake is the Administrative Director for the Supreme Court of the Virgin Islands. Prior to that, she served as Court Administrator for the Superior Court of the Virgin Islands from 1999-2008. She earned a Doctor of Laws degree in May 1995 from Emory University School of Law. In 1992, Glenda earned a Bachelor of Arts in Social Science from UVI. She is a member of the Virgin Islands, Georgia and American, and National Bar Associations. Also, she is an Honorary Member of the Golden Key International Honor Society. Glenda served as Government 1 Division Co-Head for UW Campaign 2008 and 2009. |

Barbara Lawrence
Director |
Barbara Lawrence joined the United Way Board in 2007. She has served on the Campaign, Nominating and Day of Caring Committees. A native New Yorker, Barbara is a retired educator. She taught for 35 years, 30 of which were at Charlotte Amalie High School. She served as secretary of the Royal Frenchtown Yacht Club and volunteered with the Victim Advocate Program for ten years. She currently serves as Secretary of the West Caret Bay Association and volunteers at the Humane Society. Once a week she volunteers to teach an advanced placement US History class at C.A.H.S. |

Hugh “Pete” Mabe, III

Hugh “Pete” Mabe, III Attorney Mabe was elected to the Board in 2005. In 2006 he served as Chair of the Pacesetters Committee. Additionally, he served on the Allocations and Agency Relations Committee. In 2005 he served on the Agency Membership/Venture Grant Committee. He was also a member of the Pacesetters Committee and worked to increase the number of attorneys in the program. He retired from the U.S. Department of Justice as the Senior Litigation Counsel. |

Katy Mackay
Director |
Kathleen Mackay joined the UW Board in 2008. A nine year partner with the Law Firm of Mackay and Hodge, LLC, she received her Juris Doctorate in May 1986 from Rutgers University School of Law. Additionally, she worked as an associate for thirteen years at the Law Offices of Hodge and Francois. Ms. Mackay has been a member of the Virgin Islands Bar since 1987 and has served on its Committee on Unauthorized Practice of Law. She also served as the State Board Coordinator for the Judicial Conference Rules of Practice and Procedure Committee. Ms. Mackay was born on St. Croix and is a1975 graduate of St. Joseph High School. |

Dr. Dolace McLean, Esq.

Dr. Dolace McLean, Esq. started out as an interim Board Member in 2008 and joined the United Way Board in 2009. She earned a Ph.D. in English and a Masters Degree from New York University. She earned her BA from Wesleyan University and her Juris Doctorate from Cornell Law School in 2004. Dr. McLean moved to the Virgin Islands as a law clerk and remained to work as an Assistant Attorney General in the Virgin Islands Department of Justice, Solicitor General Division. Among her many literary interests, Dr. McLean is especially proud of her work as an editor with the Calabash Journal of Caribbean Arts and Letters, based at NYU in NYC. She has co-authored several publications. Dr. McLean has coached the Ivanna Eudora Kean High School Moot Court Team and tutored SAT English Prep classes. She is a member of the bars of New York, the Virgin Islands. and the Third Circuit Court of Appeals. Dr. McLean is currently an active attorney with a specialty in Appellate Litigation & Critical Motions practice. |

Kim Moholland
Director |
Kim Moholland joined the United Way Board in 2006. He served as 2008 Board President and chaired the Day of Caring Committee. In past years, he served as Vice President/President-elect in 2007 and as a member of the Agency Membership/Venture Grant Committee. He is the owner/operator of Bay Painters. He has lived on St. Thomas for 28 years and has been an active planner and participant of United Way’s annual Day of Caring for several years. He is also a supporter of the American Red Cross, the Humane Society, Bethlehem House and Nanna’s Baby. |

Shawn Raimer, Sr.

Shawn Raimer joined the Board in 2005 and served as a member of the Agency Membership Venture Grant and Benefit Concert Committees. In 2006 he also served as a member of the Agency Membership/Venture Grant and the Communications Committees. Shawn is a sales representative at Caribbean Auto Mart and a resident of St. John. |

Janette “Penny” Woods
Director |
Penny Woods joined the United Way Board in 2009. A Registered Nurse (R.N.) for 29 years, Mrs. Woods is a member of the American Nurses Association and the V.I. State Nurses Association. Penny is currently the School Nurse at Joseph Sibilly Elementary School. Prior to that, she served as an R.N. at Roy Schneider Hospital in Surgery, Gastroenterology, the Recovery Room and Specialty Clinics. Mrs. Woods’ philanthropic efforts have benefited many organizations in the Virgin Islands. She recently served as the Campaign Co-Chair for the United Way 2009 Campaign. Additionally, she has served as Chairperson on fundraising committees for All Saints School’s Mardi Gras and PTA. She is currently a member of the Friends of Denmark’s fundraising committee, the St. Thomas Reformed Church’s 350th Celebration Committee for 2010 and Charity Girls, which raises money for charity via special fundraising dinners. Other board affiliations include the Inner Wheel and the Family Resource Center. Penny is an orchid lover and avid grower. She is a member of the Orchid Society and the St. Thomas-St. John Orchid Society. |

Cherise Creque Quain

Cherise Creque Quain joined the United Way of St. Thomas-St. John in December 2006 as the Executive Director, where she has spearheaded two signature initiatives, namely voluntourism and Project Homeless Connect (PHC). Voluntourism extends corporate social responsibility beyond the local market to host communities that have resorts and convention centers. PHC is a community-wide event that meets needs for the homeless. Prior to joining UWSTT-STJ, she was Regional Director at Generation Yes for the Tri-state area, after serving as an Associate Business Manager at Uniprise, United Healthcare’s Corporate Office, where she was responsible for mid-sized and Fortune 100 corporations in the areas of healthcare financing and policy. Prior to working in the contiguous United States, Mrs. Quain served as the USVI Tourism Department Manager of the Visitors Bureau for 11 years. She holds a BS and earned an MS in Jurisprudence from Seton Hall University School of Law. |
